Vietnamese police begin illegal gambling proceedings on high-ranking officials

In preparation for foreign investment in the newly liberalised sports betting market, Vietnamese authorities have completed indictments of two high-level officials involved in the perpetuation of an illegal online gambling ring.

Former director of the Ministry of Public Security’s General Police Department Phan Van Vinh will be charged with facilitating the group’s operations, alongside the Ministry’s expert on cyber crime Nguyen Thanh Hoa.

The Phu Tho network, first uncovered in March, utilised the online casino title Rikvip to process $426m, with founders Nguyen Van Duong, chairman of security firm CNC, and Phan Sao Nam, founder of telecom company VTC taking $202m in profit.

With 92 other participants in line for prosecution, the two government officials currently face sentences of between five and ten years in jail, part of an active judicial drive by the Phu Tho People’s Procuracy which saw $15.9m reclaimed from mobile top-up card Viettel, Vinaphone and Mobiphone.
